Service Description

In April 2018, the European Commission presented a Proposal for Whistleblowing Directive, covering both public and private sector organizations given the existing fragmentation in whistleblower protection across the EU. A year later The EU Whistleblower Directive”, was adopted on 23 October 2019 with a transposition deadline of 17 December 2021, with the exception of the obligation to establish internal reporting channels with a further two-year extended deadline. This seminar reflects on the national legislation on the protection of whistle-blowers in Cyprus in which the Ministry of Justice and Public Order is in the process of drafting the relevant proposed bill. The seminar discusses the existing piecemeal protection in the fields of the civil service, corruption and bribery offences, and termination of employment, without however any established reporting channels. It also considers existing failings in this area and draws comparisons between Cyprus and other countries especially those that can serve as examples of best practices.
